Even if they don't go there, direct links to things like images hosted on reddit owned servers/domains tags you. Furthermore, voat generates a thumbnail from reddit hosted images and loads it inline. This is known as "hotlinking" and serves as a basis for ill-founded legal complaints, finger pointing, and statistics to inflame reddit users and rile them up. Additionally, it gives reddit admins a feel for the current environment on places like voat in order to direct their narratives. It also artificially inflates unique hits to justify more funding and continued operations effectively preventing the site from dying from attrition.
This is why if you even mention voat over on reddit, you get banned.

Only if you load assets from another site. With google analytics and google ads, since nearly every site loads google javascript, google can set a cookie while you are on that site or just see which site requested the js via the request's referer header. Voat doesn't load any reddit crap by default, so reddit can't tell via cookies what other sites a user has been to. The http referer header is the only way to know on reddit's side that a user from voat clicked on a link or loaded a reddit image inline on voat.
