It's not med spam. He interacts with the site... a lot. So good for him for writing an article.

Frankly, I don't have the faintest who runs kek. I notice they bought an ad.
There is a large difference here which breaks down your analogy: Providing a an image hosting service and sharing text-based information. Voat supports sharing text based information. Voat does not host images. So there is a specific use for image hosting services. Also, I don't have to actually go to either of the images sites to view the image. I can open the expando right in Voat. No leaving the site, no loading ads.
I think the problem is being force-fed material by people posing as 'users'. The original spammers of this content were shown Voat's FAQ on spamming yet continued to do it anyway. Given this information, it's possible they may like being "banned" from Voat so they can put it in their headlines as marketing.
