I don't know the specifics here, but let me tell you about when my office needed to buy some new furniture. This was for a US Airforce office and our old stuff was falling apart. Cheap particle board crap that had lasted about 20 years. So we picked up the GSA catalog and started looking for replacements. Everything was silly expensive... like 2k for a simple desk. We all shook our heads but, what are you gonna do? So we picked out the furniture and attempted to get the required funds for the purchase. That's when we were informed that we couldn't buy from the GSA catalog because the base had a separate purchase agreement. So we were given some info to shop from one of the three specific business' the base had authorized. All the prices were doubled. Absolutely fucking retarded.

I think that a nice folding beach chair would suit him. That way if he wanted to take his lunch break out under a tree he could use it there.
