Yeah - something very much like that.
Ideally, any such network should be able to communicate directly between wireless devices - such as cellphones run off of solar power - so as to keep up a network in the case of an imposed blackout by grid take down, or power loss in a war zone, or just a country wide blackout of IP's - that sort of stuff. The idea being some of the network stays up regardless, and the communications are encrypted and extremely difficult to interrupt or intercept.
The tighter they squeeze, the more communications slip through their fingers.
