People’s religions are reflected in their laws. The “success” of Islam is probably related to fear. The Koran tells them to fear Allah. It also says only Muslims go to heaven and if they ever convert to another religion they have three days to change their mind before they are killed. Their Shariah law is based on the words from Muhammad. Sharia law allows people to be stoned to death for sexual offences or killed if a family member brings shame on them. Today - in this day and age - this is what they do. Muslims are told that democracy is the tool of the devil and their word for the West is Gharb which means darkness, a negative light. Either you are a Muslim or you are an infidel, a nonperson.
I think your contrast that Christians would never break the law for their beliefs showing that rule of law is above religion would be true to the extent that our laws are based the ethical principles of Christian convictions. America’s Constitution and Declaration of Independence was based on Biblical principals. They include freedom of religion, liberty, equal rights, and absolute truth. We also recognize all people sin. So maybe we adhere to different laws because we have different beliefs and values.
I am not a religious person just trying to share my thoughts on your question.

Very plausible, I do hate tying any kind of objective morality to any religion. Morality is outside of religion and heavily subjective.

Well, it isn't a "Rend unto Cesar" type religion. Islam is an all-encompassing system, not just a religion.

Rend unto Caesar became obsolete when Constantine figured out that it isn't easy keeping control of two thirds of your army that follows a cult which refuses to follow laws which allow all religions to co-exist and said cult has flatly refused to do its civic duty since day one and uses the common punishment toward all religions as 'persecution of christians' - well thr Christians were just as persecuted as any one of your current jail population.
