The command in Okinawa is really hypersensitive. They are that way because any crime committed by one of the 50,000 US troops in Japan is used to make political hay in local elections. The crime rate among US forces and their dependents is actually lower but there's a perception of it being higher because it's so highly politicized. A rape committed by a Japanese guy is a fifth page blurb. An act of shoplifting is front page news if a Marine does it.
