You do not understand that you cant make EM radiation from heat by changing wavelength without generating more heat do you.You cant make photons without heat why do you think lamps generate heat?Wikipedia copypasta just shows you have no idea what you are talking about.We're not talking about RTG's but a system collecting heat then gettign rid of said heat from a closed system like a space shuttle.If your copypasta would work in real world physics why the fuck did the space shuttles use the water method,hm?Because they had so much spare lifting weight that couple hundred litres of water didnt matter?

That heat comes from the Sun, gets distributed all over the car because metal is conducting heat and when it rotates into the dark side it lose that energy in the form of Infrared. This car is slowly rotating to distribute the heat.
Sun side +120 degrees, shadow side -100 degrees. +120 - (-100) = +20 degrees on average.
