Shadowbanning is not very effective against spammers, and this should not be the only case for what seems like a dubious practice.
A spammer will know when he is shadowbanned because his campaign will stop generating activity, to which he will investigate.
Notifying a spammer his account has been removed/acted against is effective as it lets the spammer know his activity wont be tolerated and is monitored-- if he continues to spam here, he is likely wasting his time.
Source: I may have spammed, and know many who spam.
There has to by another way to deal with spammers without risking the abuse of shadowbanning.
