It was a homosexual prison marker that started in the 80s then got popularized by "musicians" who themselves were homosexual. Saggy jeans, wife beaters, scarfs, and plaid shirts with an open front were all early I'm gay signals. It got appropriated by popular culture and the rest is history. There's still a lot of evidence that most if not all rap artists or higher up gang members are in fact homosexuals.
