That is what I heard as well. I think it really may have been technical difficulties. There isn't a chance Trump is going to read the memo aloud at a major publicly covered event. As much as we'd all like to see that, let's also get real.

First audible phrase does sound like it starts with "Shot", and may be followed either by "is down" or "it down", but the second phrase immediately after sounds a lot more like "Shut it down".
Also seems strange to say "Shot is down" while the "shot" is only in the process of fading out.
Not saying it's a malicious plot or anything; they might have simply had a limited time to record, and the time came to "shut it down", but I think those words were likely uttered. Could be wrong though.

In the 1970s, they would have brought plenty of tape for the video recorders and had a live feed. This is 2018. How the fuck can there be a valid technical explanation for loosing the ability to broadcast and record the President of the richest nation on the planet??????
