Well your sort of wrong on the first part it's not really a law but something more, and it would be next to impossible to change the reason why as well, once it's the 14th ammendment to the Constitution that gives them citizenship by birth in the country,

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Now you could, potentially, make a law that penalizes the parents of the child, deports them (the parents) and bars them from reentry, but that would irritate a lot of human rights groups, and you would probably have to have the kid grow up in foster homes, unless you send the kid who would by birth be an American citizen back with them.

Well you are really looking at two completely different laws here. DACA specifically applies to kids brought to this country while they are minors. So laws regarding Daca could be changed quite easily.

Anchor babies refer to kids born in the country that then are used to keep the parents there. Now the anyone born in the US is a citizen by birth, that's from the 14th ammendment to the Constitution so that's not changing anytime soon. Now the law could be changed to prevent the parents from staying, deport them and even bar them reentry to the US, but that child is a full citzen of the US and they can come and go as they please regardless of their age.
