Like I said, as early as 5 years ago you would get shooed away for saying this. And many did and were silenced.
But now it's entered a phase where the solutions aren't as cheap or easy as they would have been back when we originally voiced our concerns. It's entering the phase of needing to wash sidewalks down with bleach to stop hepatitis like they do in California.
Yeah, I spent roughly a month in eugene (well, a week down in arcata) stopping through portland on the way in and out a few years back. nice to visit, but ugh. In eugene, they'd be sleeping right on the suburban sidewalks. Just bam, sleep where they drop and everybody just walks around.
I imagine the fact that you can't really tell the hipsters and the homeless apart half the time, didn't help with people noticing in time.
