Mostly I'd push laws to rein in the administrative state. I'd abolish several agencies, put sunset provision on all regulations unless they are made law through the normal Constitutional process of Congress passing and President signing. Seek repeal of the Federal gun laws.

2 would never go through, nobody could claim to be serving the people they represent in a state (that is supposedly the job of those elected) by cutting the vote of more then 1/2 the population. (side item it also encourages trying to kill or otherwise make disappear a woman before she could divorce you to keep your vote).

To kill lobbying you need to kill the idea of a career politician and political profiteering. That will not be done without a constitutional amendment. It is pretty easy to notice when someone enters politics with an average or below average net worth and at age 60 they are multi-millionaires. This is more than obvious corruption.
