It's about more than having one rule, it's about understanding the meta and keeping out people who look to use "rules" to justify censorship. As happened on that other site.
If he just wants to work on css and assist sub members, why not make him a L2 mod? You can look at the mod logs and see if he is censuring members and than remove him. If he isn't, than you have an added member to the team.

So then why even have you as a mod if there's only one going to be one rule that you can't really enforce
