There is only one non-violent way that would work, and I don't think anyone here would like it.
The answer is to add birth-control to the water and food, and then to create a federally regulated antidote that can only be prescribed to certain people.
Good luck trying to implement that though.

You may be sort of joking, but honestly, there might be some financial strains, but the joy and love of a full house is worth it. And then in 50 years when you're starting to have great-grandchildren, you're not a family anymore, you're a friggin' clan of like 50 people.

I'm not actually joking, but convincing a wife to be to overcome the brainwashing that having more than 2 is going to be hard.
Once you have 3, each extra one gets only slightly harder to care for - as they start entertaining each other (and are less dependent on you for entertainment), and buying in bulk is only slightly more expensive than buying things individually.
