It'll still tend to penalize people in blue states, since they can no longer deduct state income taxes; you may think that's okay, but it's still a tax increase.

Why should citizens in blue states be allowed an extra tax break compared to red states? doesn't this essentially funnel money from red states into blue states if people in red states are forced to pay the feds more than blue states when fed services are provided to both red and blue states?

On one hand, I agree; on the other hand, you're typically allowed to deduct expenses, and in the past state taxes were considered an additional expense.
