Security guards vs bulletproof glass. One of these is dramatically cheaper and has no recurring costs. Politicians dont grasp economics.

Not only that but guards may not be as effective as the glass. Guards can be shot and killed before the robbery starts or can be incapacitated if you get the drop on them. The glass not so much.
