I just don't see how the government is going to do it because Russian Constitution forbids it.
Article 75.1 The monetary unit of the Russian Federation shall be the ruble. The monetary emission shall be the exclusive responsibility of the Central Bank of the Russian Federation. No other currencies may be issued in the Russian Federation.
Even if they call it CryptoRuble and not "ruble", as defined in the Constitution, it is currency and as such would be illegal. Unless it is issued outside the Russian Federation. Which is apparently what they are doing.
Putin tried to change the constitution, however he did not get enough people on the streets to support it. Since then there got a National Liberation Movement. But it seems to me he does not need to Change the Constitution. They will simply issue the CryptoRuble from outside the Russian Federation.
