English is actually the official language of international commercial aviation throughout the world. It was needed to choose one language, for reasons that should be fairly easy to deduce, and English was chosen. This happened a long time ago, and it's a major reason you always see english used at airports. Russians and Chinese doing business in NK probably speak Korean or English.

or, you know flights. what, you think nobody in a country that large fly's anywhere? all of the businesses that work with that country? North Korea, for all the endless propaganda, is still an actual place with commerce and such. the size of this terminal should give you an idea of the number of flights into Pyongyang - not a ton, but comparable to a city of 200k in the US.
