It's a troll, most likely from 4chan.

After Pepe was "outed" as a "symbol of the alt-right/neo-Nazis," (also a troll, perpetrated by two guys who wanted to see if a left-wing journalist would print anything she was told without fact-checking) people (I believe from 4chan) began intentionally spreading various bogus symbols of white nationalism and racism. White milk was one of them, along with the "OK" gesture and the peace sign ("V" for victory).

Ok the reason it is associated with white supremacy is because milk is so rich in nutrition and sugars that the fact that Nordic people can process it better than any other race is what made us so powerful in our evolution, because we could get sugars, proteins, and nutrients so efficiently from milk. That is why milk is associated with white supremacists, or why "white supremacists' choose to associate with it.
