If they're not even active you can make a request for it in /v/subverserequest or as Poppa_Shark said, just start a new one.

Make your own with a slightly different name? The content will decide which succeeds I think. Or am I completely misunderstanding the problem...

The problem arises when certain power users go on to create and moderate 1000's of subreddits. People creating the subverse who have no intention of interacting with the community.
It's like someone responding "first" on a YouTube video, but now the person who responded first controls that channel and all if the content on that channel.

Maybe a limit on subverse creation? You can only have as many as a person could reasonably manage.
