Virtualbox is a really clean and easy solution. It works very well with Windows VMs (easy full screen/ no resolution issues) ...
For something cooler since you are wanting to just run browsers and chain vpns I suggest KVM. Will be a bit more work but it's great for running headless linux vms. Then you can use X forwarding over SSH to have a firefox instance that looks like it's running on your host but is actually on the guest. Also if your host is connected to a VPN and you use NATd networking on your guest and start up a vpn on the guest then you have chained vpns.
You will want virt-manager package to have a graphical interface for creating VMs.
Also you can not run KVM and VBox at the same time but there is a way to switch back and forth you can find a script with some searching.

I will add for shits, and even though I don't use it, that Xen Hypervisor is the most 1337 of them all.

Exceptional summation! You covered absolutely everything I was thinking about in a highly articulate manner.

1) virtual box 2) get linux iso 3) enable virtualization in your UEFI/BIOS 4) select parameters in virtual box 5) put the iso into the virtual drive 6) figure out the boot up
