The military commonly uses civilian landmarks as training targets.
Am a private pilot as was flying below an active MOA which had Air Force currently training. Since we were below the MOA they could freely continue their training. We observed them performing two intercept runs on us. Chances are they did target us.
Fun fact: Mobile homes frequently provides returns as inactive SAM sites. Especially if they have satellite dishes on them. Mobile homes are frequently used for training exercises by both the Air Force and Army. Unbeknown to the occupants.

About the only question that matters is if they were in the operations zone. If they were, claiming the missile misfired is probably their way of not calling the journalists complete retards. If not, I'm not surprised the military isn't openly admitting they fucked up.
