Making punishment more severe doesn't deter people - people assume they will get away with it, or just don't bother to think about the future. What works is fast and certain enforcement.
It's easy to see that gruesome punishment doesn't work. We have been telling people for years that smoking is pretty much signing up for death by torture, but people still smoke.

Yes, sell tickets, make money for the government and reduce taxes. Sell tickets the same way as football games and concerts. GA seats, nosebleeds, boxes, you make a killing off of it, once people got over the stigma of seeing someone being slaughtered for entertainment, even though tons of people already watch GoT and are desensitized of CGI gore.
People are already distracted by bread and circus. Has the opposite effect of what you hope to achieve.

Labor camps. Much like today's federal prisons except rather than sitting in cells, you are cleaning up the society you decided to rebel against. With a shotgun pointed at you just in case.

People will kinda think twice about committing serious crimes if they see that happening to criminals.
