It isn't as much corruption as stupidity. The "free" college led to grade inflation, which led to a lot of idiots who should never have gone to college going for a year or so then flunking out. Once they no longer qualified for the money they dropped out never to return. The majority of the money is spent on people who never graduate from college. It should always have been just a loan that would be forgiven at graduation. So if you drop out you have to start repaying it and if you graduate then you owe nothing.

EDIT: I remember when HOPE first started. I was pissed because I had to drop out in the early 90's due to lack of funds and when it started I would have had the max amount and could have finished. Of course I was married with kids and no time to go. Now they keep making it harder and harder to get but still not fixing the base issue.
