I don't think I spent $500 total in food and clothing my first whole year of college. I lived off $2 hummus and pita (the lady at the shop took pity on me and gave me 4 pita instead of the standard 2), Bags of bread rolls with mustard I got as a gift, free food from my friends cafeteria card she let me borrow some times, and lots of ramen.

When your thighs are so fat that they rub together with the friction force of tectonic plates- you rub through pants, even jeans, you even rub through your own skin and get open sores from the demanding task of walking
It's chafing, but extreme and caused by fat.

Obesity rates are clearly lower here. Around 13-15% in both countries depending on the study. http://www.vigez.be/themas/voeding-en-beweging/cijfers/gewicht
