Okay, fair enough. Imagine this...

You pay your homeowner's insurance for ten years and then tornado storm rips the roof off of your house and destroys the possessions of your renter neighbor, who never paid a dime into your insurance company. After the disaster, you file a claim, but they tell you that you qualify for zero funds, even though you bought roof insurance. Meanwhile, your neighbor who paid nothing into the insurance, gets everything replaced out of the funds you paid into the your insurance carrier.

THAT is Fema flood insurance.
