There is zero evidence of the power being on. Water isn't above the outlets, so the risk would be minimal even if it were. Even water covered outlets are only dangerous when you get close to them, and they don't necessarily trip the breaker even when underwater.
Summary: Flood preperation should include turning off the incoming power line.
ProTip: Don't live in a flood plane or zone and you can watch the flooded out idiots on youtube streams. (because you won't have to turn off your power...)

Correct me if I'm wrong, but aren't the only people who need flood insurance people who choose to live where it floods? Can't imagine the rationale for that.

You can only get flood insurance thru government and if you have a flood anywhere in the US and don't have flood insurance your fucked.
