Their joke is that anything is toxic in large enough quanities. So is water, it actually poisons you if you somehow manage to drink enough of it. Although you'll probably rupture some of your organs first.
They're just using the same kind of sciency sounding hype Bill Nye does against him.

Yes. Anything is toxic in a high enough dosage. Water, oxygen, nitrogen, pretty much anything. I'm pretty sure the article is taking the piss out of Bill Nye's hypey style of pseudoscience journalism.
