Hi, just a few observations:

3) Moderators and users can populate their forums by adding the sorts of posts they want to see, from anywhere.

This could easily be abused by trolls wanting to destroy a sub by putting pedo posts in a gardening sub just for the lulz. That sort of thing. If a sub has an absent mod, the trolls could overrun the gardening sub. If people are still able to downvoat the posts fine. But the damage would be done at first.

Another thing - let's say I put what I think is a germaine post in Preppers but the moderator has something against me (not a reality but let's say it's true for this example) so he removes it and puts it in the sidebar to die. It dies because no one else wants the post. Even though it really was a decent Preppers post. If other users are apathetic and don't move it back to Preppers, it'll probably die in the other column.

It's challenging to get people to create content as it is. If we then have to make it harder for people by having them select a post and put it elsewhere the site will grind down to less action than it has now.

I like that you're trying to come up with solutions; I'm simply being devil's advocate. Thank you!

Maybe I've missed your first point, but trolls can easily post or repost anything in any sub right now. My suggestion does not do anything to make this harder, but it does not really make it easier either.

As for your (hypothetical) preppers example, under the current system, your post would simply be removed and be gone forever. Under the new system, it would still remain visible to your intended audience - the other folks at the preppers forum who did not have anything against you - and they could rescue it, or at least read it. That seems like a net gain.

I do appreciate that the whole idea collapses if people don't get it, and try to interact with it like they do on a typical forum. That alone is probably enough to kill the idea.
