Regardless of what stupid shit places like Walmart and target do, you should shop locally when you can anyway. More money goes back into your community, you'll be supporting small business entrepreneurs, and if the little mom and pop shops go out of business, they rarely get replaced with other mom and pop shops. The little things that make a community unique are lost forever.
