If there is (goddess forbid) a war it won't be that clear. And China knows this. NK will fire missiles into the ocean near Guam and the US will claim debris hit an American cruiser. Or the missile will "go astray" and hit some empty beach on Guam. Or an American ship will "accidentally" stray within NK territorial waters and need to be "rescued" with gunfire. Or a NK boat full of commandos will be found in SK waters and explode, taking out an SK destroyer trying to apprehend it. This paper is just an excuse for China to make any arbitrary decision when the time comes.
