I agree, this legislation will cut down non-white immigration tremendously. Between the RAISE Act, the border wall, and the empowerment of ICE, we have a real chance to stem the tide of demographic change over the next four years. We need to push for all three as hard as possible.

The RAISE Act also prioritizes highly educated people with a strong knowledge of the English language. That sounds like code for "high IQ white Europeans" to me.

The legislation does say that it will focus on people with a strong grasp of English that will have the easiest time assimilating. I think this precludes a lot of East Asia, seeing as many of them have a tenuous grasp of English at best. However, that does still leave a large portion of Indians who would qualify, as you mentioned.
I'm hoping that it's worded this way in order to avoid suspicions of blatant racism, but that in practice Europeans will be favored over Indians and East Asians.

The point is that is halves the number of green cards. Stemming the flow of third world mud people will move the entire political discourse to the right,halving the number of immigrants that come in changes the demographic math massively. That will make our job easier moving forward. High IQ Indians and Asians are much more likely to vote for conservative issues, they can be our useful idiots.
