Whenever I get carded buying materials, I use a multi-pronged approach:
Step 1: Point to hair. "You ever seen a 17-year-old with this much gray?"
Step 2: If worker bee is younger than I am, begin asking musical questions that can only be answered by someone born in the 1980s or earlier. "What was the first single by the Mighty Mighty Bosstones?" "What was on the cover of Nirvana's album 'Nevermind'?" "What is your favorite Soundgarden album and why is it 'Superunknown'?"
(Pause)
"How would a 17-year-old even know how to ask those questions in the first place?"
(By this point, a supervisor has usually arrived; if I don't know them and they're about my age or older, I begin again from Step 1.)
Step 3: Take out attorney-registration "gold card", which contains my birthdate. Ask: "Since I'm almost double the minimum age to buy this stuff, I can take it home and get high off of it, right?"
Step 4: Gently admonish staff for being stupid. Encourage them to contact representatives and agitate for legalization of marijuana, so kids can fucking just get high on reefer and not have to resort to huffing spray paint.
I usually don't have to get beyond Step 2.5, since the supers at the hardware store in town know me as "[first name], the lawyer who went insane and is now a carpenter among other things"

Unfortunately, we're told that IDs can be obtained for free... But go down to the DMV (where they issue them here) and they still charge you for the card.
For example, here are the notes regarding ID cards directly from WA state's website:
Things to know
A standard ID card costs $54, an enhanced ID (EID) card $78. You’ll need to renew it every 6 years. Replacing a lost or stolen ID card costs $20. You can get an ID/EID card at any age. You can get an ID card at any of our driver licensing office locations and you can get an EID card at any of our EDL/EID offices. Parents/guardians – you can get an ID/EID card for your children. Your child must be with you at the office to get it.
That's $54... Not free. Not saying that we shouldn't require IDs to vote; however, if we're going to do that there needs an actual free option... Because otherwise it then involves payment to vote (which violates the 24th).

Seriously, though... The whole "voting is only for those who have done some term of service" thing is an idea I can totally get behind. Doesn't have to be military, but it should be something that involves a sacrifice on the citizen's part, so they always remember it and don't take it lightly.

I hate that they always try to liken getting a ID to having to own land to vote, or take a test etc. They really aren't similar in any way. Also they need to stop the nonsense that the bill of rights, and constitution applies to people who aren't US citizens. It doesn't any more than Iraq's laws apply to me.
