State and federal have deals to allow the sick and poor to obtain id for cheap or free.
But when you consider it's something they already have to have to function in any way in society it's impossible to claim it's a tax. It's something they already have. Besides, those who would qualify for such programs are already receiving funds from the state. As such, the state is already paying for it.

Seriously? Do a search for "free state id cards". All states have them because ID is legally required for a lot of things and not everyone drives and/or can afford to pay.

Only if the applicant qualifies. This disparity is the root of the issue.

But not qualifying for free ID would mean you have ID. It is essentially a null set.
