OK, so I just gave it another couple of tests using truepundit.com content:
Preview-Voat: Press Pours Resources Into Investigating Nine-Year-Old's Letter to Trump (NO THUMBNAIL)
Real-Voat: Press Pours Resources Into Investigating Nine-Year-Old's Letter to Trump (NO THUMBNAIL)
Reddit: Press Pours Resources Into Investigating Nine-Year-Old's Letter to Trump (HAS THUMBNAIL)
Neither of these posts to real-Voat or preview-Voat had thumbnails... which seemed unexpected... so I also found the exact same post on Reddit which does have a thumbnail...
I then waited 20 mins and tried again with another True Pundit post to both environments:
Preview-Voat: Report: Trump planning huge strategy shift, "warfare" with Congress (NO THUMBNAIL)
Real-Voat: Report: Trump planning huge strategy shift, "warfare" with Congress (HAS THUMBNAIL)
I don't know if this helps at all, but it does seem that real-Voat and preview-Voat are both suffering thumbnail reliability problems, but from my very limited set of tests, it seems real-Voat may be less affected.
That said, yes, I have seen this problem in real-Vote a handful of times in the past. Previously I've deleted posts that didn't show a thumbnail and waited a while and tried again.

I think this constitutes a BUG since thumbnails have recently come into existence on preview Voat and yet this particular source does not have them when it does on real Voat. Since it works recently on real Voat I can't imagine any situation where this issue is on the side of truepundit.
And yes, sorting by /v/all/new on preview Voat shows every single link that has been submitted since the test image Putt uploaded with a thumbnail, except the truepundit links.
