No, it really isn't better. It institutionalizes the message to the world that there is nothing wrong with being illegal. Going into a DMV without proof you have a legal right to be in the US should result in deportation, not being treated like someone who is legal. The more comfortable you make illegals the more illegals you will have. It is no different than any other governmental benefit.

True, true, true. Resident Alien and Non-resident Alien are legal definitions which have real world ramifications and not simply hurt feelings.
Just because a government entity acknowledges your existence does not mean you are a citizen or anything more than an illegal alien, in this example.
