Yes, and that's a basis for arresting him, not punching him.

It serves many purposes. When I was younger, the cops were all about 6 feet tall, stocky, and intimidating as fuck. Now I see weaking stringy looking women who I am not in the least intimidated by. When cops do things like this it brings the intimidation factor back where it ought to be. The taxpayer bill is worth it if it stops more knobs like this from stopping police cars in the street.

If you want to live in a world where the cops are just another mafia that rule by fear then go do that. Personally I expect them to live up to higher standards.

They should also be arrested., and then charged with jaywalking and interfering with police business. Hopefully get their picture published in the local paper noting what a pap smear they are.

And the arresting part is the useful and necessary action. The punching is superfluous and unprofessional. Not to mention illegal.

If they weren't hiring gangly, weak women, I might agree with you a tiny bit. Then they wouldn't need to 'rule by fear', but by having a real, intimidating physical presence.

Illegal? It depends. If he was stopping the police from doing their job, this might have been the fastest way to get moving again. In which case. Too bad.
