If for some reason these refunds won’t be possible, the fallback plan is to calculate the additional revenue generated by the price increase, double it, and donate it to the United Nations High Commissioner for Refugees.

being in a gaming industry they should know price increases are pretty fucking odd, normally they release a game at a price and it decreases from there over time. If they want to charge more you do it when first releasing a new game.
Plus when you increase prices then have a sale then reduce prices you look like an ass anyhow, guess I'll add them to my mental list of companies to be more picky before buying something from.

To their defense, Steam does not allow devs to change prices directly during a sale, so even if they wanted to push the prices back down right now, they couldn't.

Something paradox was likely aware of when they started selling with steam, Also I'm betting that the complaints didn't start rolling in after the sale started but shortly after the change so they sat on it for a month before the sale started. Not sure if it is allowed but they could have chosen to discount the sales down to the same as the corrected price plus the sale, but they did nothing with the hope to bring in some extra $$$ during a big buying frenzy.
