I think that misstates the issue presented by each country. Mexico has more direct influence, but it is of a more mundane scope by and large. They just want our money. Russia on the other hand aspires to great nation status, which is absurd but there it is. Mexico has no delusion it can be the naval power the US is, Russia tries to pretend it is a naval power.
I like Russia, actually, but they have delusions of grandeur and are not to be trusted. Mexico on the other have lesser delusions of grandeur and are also not to be trusted. The difference is, Russia wants to steal your wife and kids while Mexico just wants to pick your pocket. Both are threats, but you deal with them differently.

I think Mexico is sort of like a colonial power and provided nukes were off the table we might very well have greater difficulty defeating them militarily than we would Russia. This is not an immediate concern, of course, but if it becomes one I don't think we'll necessarily win down the road.
In terms of assisting Democrats in holding power they're a major threat though. They could even give Democrats a permanent majority as Mexicans that are American citizens come of age. A permanent Democrat majority beckons political instability - all the way up to another secession crisis.
So Mexico's threat is less obvious than Russia's but if anything it is much harder to contend with. Defeating combatants on the battlefield seems much easier for example than deporting millions of people - especially people that have family members that can vote and other sympathizers that want their votes or their labor.
