He's just trying to get us to be open about what we're already doing. This is one way leaks can kind of suck. It normalizes things they do that at any point before the leak you would think would be illegal. Unless you produce immediate consequences after a leak happens you've lost. Now they just do it in the open.

The key is to leak things slowly. Then the outrage is met with unbelief. Once it's clear people have heard about it for so long they say so what. Clinton used this strategy.

The accusations weren't true, then they were talked about too much and it was time to move on... why are you bringing up things we've already discussed she said.

The problem is the earliest we heared any rumors about ISIS backing we didn't have enough to do anything.
