Sure
-End welfare programs
-Shift to harm reduction drug law
-Legalize marijuana for recreational and medicinal use across the USA
-Firm up the border, reduce immigration vastly
-Police the inner cities and restore order combined with economic investment in the inner cities
-Stop voting democrat (they aren't helping anyone)
-Comprehensive prison reform (after reducing prison populations through economic growth and reformed drug law) with the aim at either isolation (where deemed appropriate) or rehabilitation where appropriate
-End for profit prisons
There are two general things that need to happen to solve the prison problem or abate it. The first is a vast reduction in the prison population which can be done through economic growth particularly in high crime areas, smarter policing to reduce crime trends (broken windows theory), reduce teenage pregnancy in particular and out of wedlock birth less specifically, and changing philosophy of drug laws.
The second is change the environment once people enter prison. With significantly fewer people in prison, resources can be better allocated toward rehabilitation.

These are all good ideas. How do we get these things implemented? A couple years ago I tried spamming the Internet with this list of political donations from the private prison corporations 2 weeks before the election. https://mobile.twitter.com/XOB_NAES/status/867446075531161603 Click the link in the tweet.
