All governments who direct angst against an undeserving external foe are corrupt.

In 1984 it's confessed that the bombers just fly out toward the ocean, turn around then bomb their own country. Basically this is what happens with the CIA funding "moderate rebels" who are actually ISIS. Then the Pentagon "bombs" ISIS whenever they go too far into Iraq.
