You seem confused about the difference between a budget and a tax plan. The two are completely different: the budget, which is negotiated twice a year, is intended to allocate cash for certain projects. The tax plan relates to the laws regarding how much of our income is provided to the government to maintain it's services.
And as far as the budget is concerned, you are incorrect about that too.
Here is a copy/pasted comment I posted earlier:
What do you hear the president saying with his new budget? That funding the military replenishment is a major priority and so is border security because President Trump also negotiated budget to double the number of cells to hold illegal Mexicans captured by ICE agents. AND replace huge sections of flimsy, 8 foot chicken-wire border fencing with big, beautiful 20 foot tall steel walls.
The message is that President Trump just met another huge campaign promise and took another fantastic step forwards towards border security.
I'm hoping President Trump will use the wall as a bargaining chip during the September budget negotiations to again get something else that he wants, perhaps funding for the huge tax reforms or the massive infrastructure renewal projects? I'm expecting the wall and NASA funding to come after that, however I'm half expecting that President Trump is just fucking with the Democrats and doesn't ever expect them to agree to fund it, but plans to use confiscation of Mexican drug lord profits, taxes on sanctuary cities and tariffs to fund the wall.
That said, let's not forget how fucking ridiculous it is to expect every massive project for a four year term to be funded in the first 6 months budget. Remember how it took Obama over three years to finally get funding for his Obamacare cluster-fuck-clown-show and that only happened after his attempt to pass the Obamacare bill failed 54 times.
The Trump administration has been like Christmas everyday and I can't wait to find out what massive campaign promise the President delivers on next!

The wall will make a lasting legacy too: especially because I suspect it will capture the hearts and minds of the American people even more when construction begins and as we get progress updates.
The manned mission to Mars may also define President Trump's legacy.
Perhaps when Secretary Mattis pops al-Baghdadi's head like a pimple: that may be one hell of a celebration in the streets to remember too.
Perhaps the massive infrastructure renewal will be noteworthy too?

What? Do you have specific information on this? Or just a general idea that comes from the recent budget?
Because Michigan's infrastructure, like power grid, is not keeping up with growth, and many parts of the grid are old, not to mention old bridges and lead water pipes (see Flint, MI). In the 1990s Consumer's Power was giving a discount to you if they could shut off your AC during peak summer periods, because they don't have enough electricity during these times. Now this program has spread to West Michigan.

Looking at the department and program changes, it looks like they just took money from domestic spending and gave it all to the military. I'm not sure why this is something to cheer about, this doesn't cut overall spending much at all.

All we have at the moment is a fairly good, high-level overview given at a press conference on Apr 26, 2017 by Treasury Secretary Steven Mnuchin & National Economic Director Gary Cohn
It sounds like the press pool were given the same info as was expressed during the press conference, however there wasn't much reporting done.
The exact tax brackets are still being worked out as part of the negotiation process with congress.

It was telling to watch the press briefing about the budget because after Treasury Sec’y Steve Mnuchin and National Economic Dir. Gary Cohn spoke, the Jew globalist mainstream media press pool were in shock and seemed panicked because they couldn't find any aspect to lie about how bad it was... so they starting having an Autistic screeching fit about President Trump's tax returns.
