No. Cats slow themselves down by stretching out and creating more air resistance. A baby can't do that. Also I think a cat would die if you throw it out of a plane.

Depends how high up the plane is, and what the physical condition of the cat is, and what kind of surface it's landing on, and how quickly medical care can be given to the cat after the fall, and dumb luck. A cat could survive, but there are a lot of variables to consider. An infant would splat, but probably die long before impact due to suffocation, shock, whiplash and exposure.
