The reason is obvious, most of the young women hesitate to report out of fear, there are many loopholes in the policies, it's difficult for them to take the criminals to justice with all the works they have to do to make their life better like studying, finding a job, earning money. lawsuits need money, and time. most of the people can't afford them at that age. A guest writer posted in our website an article about this, if it's possible please read this https://nucuta.com/feminism-definition-and-womens-rights-today/

Because it wasn't until 2016 that all the girls real bfs found out about it so the girls claimed it was rape.

Yes. When you don't like the outcome, you lie. The media does this, public companies do this, politicians, police, teachers, etc. etc.
Let's just agree that people lie. Some more than others. You have to laugh at "studies" that survey people about their personal lives.
Rape is more than just a 5 minute physical attack. It is also a series of psychological attacks that usually include some kind of physical attack at some point too. It's abuse regardless of time frame that ends in sex without a woman's ability to consent. It happens to poor vulnerable women all over the country.

Probably a good sign that Affirmative Action in admissions is not too out of control.

So much for "1 in 5" - oh wait, this is because 98% (of unreported) rapists get away with it!
