Perhaps you underestimate how you would react to seeing something like that.
I only say that because many Bigfoot hunters who were fully equipped with the latest camera equipment and ready to document any sighting report doing nothing but freezing while their shocked brain tries to assess the situation.
I witnessed something weird once while driving in Tasmania: a camper-van that was travailing towards my partner and I simply vanished off the road. We were both paying attention to it because the road was very narrow and we were preparing to slow down to creep past it... and then it was gone.
I was shocked and by boyfriend was so disturbed that we spoke about it once and then never again. I thought it was kinda cool, but at the time it did screw up my head and we just kept on driving in silence after we briefly discussed what had happened. I never spoke of it again until after three years after the incident.
The only reason I mention this is because people's reactions are difficult to predict.

Here's a closer look.
It could be, however it looks as if it's neck and head is as tall as an adult person: twice the size of the neck and head of an ostrich.
I wouldn't dare claim it is a sea monster, however I also have no what sort of animal it could be. Perhaps it's a radio-controlled prank?

Good point; you can't really make out the dimensions of that thing based on the original image.
That being said, surely the fellow on the boat could explain just what was swimming nearby.
