Alas, poor Sweden! I knew them Horatio, a country of infinite jest, of most excellent fancy. They hath borne me on there back a thousand times, and now, how abhorred in my imagination it is! —Where be your gibes now? Your gambols? Your songs? Your flashes of merriment that were wont to set the table on a roar? Not one now to mock your own grinning? Quite chapfallen? Now get you to my lady’s chamber.

There was a time when I could take a boat from anywhere in the Baltic Sea and land in Stockholm, then walk right off the boat without any acknowledgement from anyone official anywhere. Same with Helsinki. Walk right off the boat into the farmer's market and you're in the country without a single word. At the time I must admit that I didn't think much of it, except how free it felt. I haven't been back in 10 years. I wonder if it's still the same. I'm suspecting it might be.

Thank you, though I think it's mostly sensationalist, the exception requires them to be in the country for at least 8years and for the committee or whatever to reasonable conclude who they are without official documentation.
He had been in the country for 10 years at this point and did provide his identity to them, even though he lacked official documentation.
