Not enough. Wall should be way taller. They should also install underground motion sensors or something to detect tunneling. Still, it's better than what's in place now.

People don't actually use fences, because ladders. If you are looking for 100% solutions, you can always find a flaw. There will be more than one mechanism that overlap to prevent most of this, but nothing is foolproof.

Infrastructure. You can truck in steel and there's no expiration time on it. Concrete plants would need to be built close to the job site, infrastructure built for the plants including power and water, also non stop trucks bringing in aggregate or even train track built to supply it. Massive logistic issue over prefabbed steel which is absolutely cheaper and the wall can go up 10x faster.

Prefab concrete wall systems are far cheaper to produce than steel walls of the same height...and they can be shipped from preexisting factories.
