Latter. Simply because the writer won't shut the fuck up if there isn't anything legitimate to say they'll lie and push more and more fringe things. There always has to be a problem. Be a struggle. Be some vague oppression to stroke the faux feeling of victimhood in a group of the population
Their jobs depend on it. Without the narrative they're unemployed. It never ends.
They will continually lie, silence alternative opinions, and triple down on their own ideology until they actually necessitate being bound and gagged by policemen just to stop society from descending into chaos
They can start based on legitimate problems but someone who makes their money arguing against societal problems won't be able to stop once all the legitimate real problems are fixed
